La semaine du 23 au 27 novembre 2020 a été marqué par des activités qui ont rassemblé des experts et des participants provenant dans différents secteurs publics, privés, de la société civile et des organes des Nations Unies en vue de mener des réflexions et des orientations pour améliorer la sécurité routière au Burundi. Un atelier d’échanges a été organisé à l’Hôtel Panoramique en date du 23 novembre 2020 à l’issu duquel des recommandations ont été formulé pour renforcer et améliorer la sécurité routière au Burundi.
En date du 25 novembre 2020, une Table Ronde regroupant les Experts provenant du Ministère en charge des Transports, du Ministère en charge de la Sécurité Publique, du Ministère de l’Enseignement Supérieur et de la Recherche Scientifique, de l’Organisation Mondiale de la Santé (OMS), de la Croix Rouge du Buruni a été organisé à la RTNB pour : (i) évaluer l’état des lieux de la sécurité routière au Burundi, (ii) évaluer la Décennie d’Action mondiale 2011-2020 de la Sécurité routière et (iii) proposer des perspectives d’avenir.
Au courant de cette semaine, des messages sonorisés pour sensibiliser les populations de la Mairie de Bujumbura et celles de l’intérieur du pays sur la sécurité routière ont été lancés par la Croix Rouge du Burundi. Des encadrements à l’endroit des jeunes scolarisés pour traverser la chaussée/la route dans des milieux urbains et à travers tout le pays, des exercices de simulation d’un accident de la route ont été également réalisés toujours dans le but de sensibiliser, d’informer la population sur les bonnes pratiques à prendre pour éviter les accidents de la route.
Parmi les causes fréquentes des accidents de la route évoquées lors des consultations et débats réalisés pendant cette semaine africaine dédiée à la sécurité routière et au souvenir des victimes des accidents de la route , on retrouve par ordre décroissant : (i) l’excès de visses, (ii) la conduite en état d’ébriété ou sous l’influence de substances psychoactives, (iii) le non-respect ou l’absence de dispositions de sécurité (casque, ceinture de sécurité,…), (iv) la distraction au volant en raison de l’usage du téléphone portable, (v) une infrastructure routière dangereuse, (vi) le non-respect du Code de la Route. Le Burundi, pays à revenu faible n’est pas épargné de ce fléau. En effet, selon les données fournies par la Police Spéciale de Roulage, uniquement en Mairie de Bujumbura, de juillet 2018 à juin 2019, 2878 cas d’accidents ont été enregistrés dont 73 décès alors que de juillet 2019 à juin 2020, 3276 cas d’accidents ont été enregistrés dont 86 décès.
Considérant la situation de la sécurité routière au Burundi, et pour renverser la tendance croissante des victimes des accidents ; des recommandations pertinentes ont été relevées lors de l’Atelier du 23 novembre 2020 et de la Table Ronde des Experts du 25 novembre 2020. Il s’agit entre de : (I) introduire un module de formation dans les écoles primaires, secondaires voir même universitaire sur la sécurité routière, (ii) créer un Fonds de Garantie pour le renforcement de la sécurité routière et de protection des victimes des accidents, (iii) créer un Organe National Indépendant et Autonome de coordinations de toutes les questions liées à la Sécurité Routière, (iv) équiper la Police Spéciale de Roulage pour la prévention et le contrôle de la circulation routière, etc.
Cette journée a été marquée par un long défilé du Personnel du Ministère du Commerce, du Transport, de l’Industrie et du Tourisme, des exercices de simulation sur les accidents routiers et la course des vélos.
